STEP – SNAP Training & Employment Program

If you receive benefits from the Supplemental Nutrition Assistance Program (SNAP) our STEP program can provide financial support as you meet your education and career goals.

STEP Eligibility: Must currently be receiving SNAP benefits (not TANF)

STEP provides support with:

  • Success coaching that provides academic and personal support as you pursue your goals
  • Tuition and fees
  • Clothing, books and other required items
  • Transportation costs
  • Testing and licensing Fees
  • Testing fees and transportation costs for GED and ABE students – GED program FAQ’s
  • Job search support including interview and resume preparation
  • NEW! STEP may also be able to assist with car repairs, utilities, and other living expenses

Community Resources to Support You

Below please find information and updates regarding SNAP benefits as well as helpful resources being offered through local and state agencies.  You can click on the links to each resource that are highlighted in blue.

  1. If you need help paying for food, SNAP (Supplemental Nutrition Assistance Program)can help. You can apply online and do not need to go into a DHS office (though they are open). If you need a paper copy of the application contact Jenny Case at the bottom of this page. There is increased flexibility due to COVID-19 and new ways to purchase food. They have also changed the guidelines for ABAWDS (Able-bodied Adults Without Dependents) so even if you were not eligible in the past, you may be now so definitely reapply. You can find updates about SNAP by going to Partners for a Hunger-Free Oregon’s COVID-19 webpage. Please contact me anytime for assistance with these resources.
  2. DHS announced that Oregonians statewide now can use their SNAP benefits online to buy groceries at Amazon or Wal-Mart. For more information on purchasing food from Amazon using your EBT card click this link to Amazon.
  3. The Employment-Related Day Care program (ERDC) helps eligible low-income families pay for child care while they are working. Copays have been reduced to $0,and income eligibility has expanded. To apply, you can use the same online application used for SNAP and TANF.
  4. For assistance with rent, utilities and other emergency servicesyou can contact CARE https://www.careinc.org/emergency-services.  Applications are available in English and Spanish. Please contact Jenny Case at (503) 842-8222 ext. 1160 if you need a printed copy. You can call them at (503) 842-5261 for more information.
  5. The Tillamook YMCA has a Community Care Line that can be called for any reason, and it’s a great way to locate resources. The number is 503-374-0750.
  6. If your employment has been impacted you can visit the Oregon Employment Department’s COVID -19 webpageto find more information about Unemployment Insurance, benefits, etc.
  7. Another great resource is the Community Information Center which can be reached by dialing  2-1-1 or by visiting their website. Information on childcare, food pantries, meal sites, unemployment and more is provided by zip code.
  8. TBCC has a student food pantry here at the college currently in the lobby that will be open Monday – Friday 9 AM – 5 PM.
