Library Policies

The Americans with Disabilities Act (ADA) is a civil rights law that protects individuals with disabilities from discrimination in employment and requires that commercial facilities, transportation, telecommunications and state and local government services be made accessible. Depending on its type of business, an employer may be covered by all of the provisions, but it is primarily Title I that affects the workplace. Title I prohibits employers from discriminating against “qualified” individuals with disabilities in all aspects of employment, including:

  • advertising
  • recruiting
  • job application process
  • hiring
  • training
  • advancement
  • compensation
  • leaves
  • fringe benefits
  • layoffs
  • firing
  • access to workplace facilities
  • any other terms, conditions, or privileges of employment

Employers must make “reasonable accommodations” for the known physical or mental limitations of otherwise qualified individuals, unless doing so would impose an “undue hardship” on their business.

Americans with Disabilities Act of 1990

The TBCC Library is committed to providing an environment that is conducive to study as well as welcoming to all users. These guidelines were developed in response to concerns from students about noise in the library due to social conversation and cell phone use.

When you enter the TBCC Library, we ask that you turn off your cell phone ringer. If you must be on call and are using a cell phone, please set your phone to a non-audible signal and use texting if possible.

If you need to take a call, please exit the library as quickly as possible.

Library users wishing to report inappropriate cell phone use or other disturbances should contact library staff at the desk.  Library staff reserves the right to ask anyone to leave the library if they are using a cell phone or are disturbing others in any area of the library.

Children under the age of 18 are welcome within the TBCC Library, but must be accompanied and supervised by a parent or guardian at all times. It is the responsibility of the parent or guardian to ensure that the child does not disturb others during their visit.

Parents or adult caregivers must monitor all activities and behavior of their children while they are in the library. The library reserves the right to ask the parent/caregiver of a child exhibiting disruptive behavior to leave with the child. Parents or guardians accept all responsibility for any damage to property or act of vandalism done by the child.

As per policy number 202.4, library staff will take appropriate action, including if necessary, the notification of law enforcement authorities, if a child is found unattended in the library.

Note: These policies only pertain to minors not enrolled in TBCC classes or college sponsored programs.

Loan Periods

The loan period for all circulating materials, except reserves, is two weeks. Loan periods for faculty can be adjusted as needed. The loan period, and conditions, for reserve material are set by the instructor.

Patrons may renew materials by contacting the library in person, by phone, or online, on or before the due date. An item will not be renewed if another person is waiting for it, if it has already been renewed two times, or if it is more than seven days overdue.

Overdue Fines

There are no overdue fines at the library, but others will appreciate your timely return of materials. You will be reminded of overdue items by email. If materials are not returned after 7 days past the due date, you will be charged the full replacement cost of the materials. All overdue materials must be returned and all fines paid before a student can register or graduate. Blocks are placed on student records when materials are overdue or lost.

Borrowing Materials

Materials to be checked out should be taken to the library desk where the patron must present an appropriate photo ID card. If a hold has been placed on that patron’s record, the patron must clear the hold before checkout can proceed.

TBCC library borrowing privileges can be issued to qualified community users. Special patron passes will be issued upon the recommendation of the college president or the Director of Library Services.

In keeping with our desire to serve the entire community, use of library facilities without checkout privileges is extended to the general public. However, our primary goal is to meet the educational needs of our students. Computer use for non-students is limited to one hour per day. Please check in with library staff before sitting down at one of the computers.

Distance Education Students

If you are a student who is not enrolled in any on-campus classes, the library will mail a book directly to your home address.

Mission and Vision for TBCC

Tillamook Bay Community College provides access to quality education in response to the needs of our community

The College, in partnership with the community, is a center for educational excellence that provides access to lifelong learning; bridges to opportunity; an environment for innovation & intellectual pursuits; & leadership in the economic, cultural, & intellectual evolution of our community.

Purpose

The purpose of the Collection Development Policy is to guide the selection and maintenance of library materials to ensure the collection meets the information needs of the TBCC community.

Intellectual Freedom

The TBCC library subscribes to the principles of the American Library Association’s Library Bill of Rights statement, their Code of Ethics and their Freedom to Read Statement.

Materials will be added to the collection when judged necessary for the curriculum. No materials will be censored, and a balance of opinion in controversial issues will be maintained. If any of our users have a complaint regarding our library materials, they may fill out a Reconsideration of Materials form located at the library. The library director will review the form and make a decision regarding the challenged material. The complainant will receive a written copy of the decision.

Scope of the collection

As a community college library, our collections focus on material suitable for lower division undergraduate students as well as resources for students in technical, vocational or professional programs. General factors to be taken into account are:

  1. Relevance to curriculum based needs of students.
  2. Relevance to instructional needs of the faculty.
  3. Probable need based on existing programs and collections.
  4. Intellectual content and scholarly worth.

The first priority will be to provide students and faculty materials that support instructional programs. Materials supporting specific courses will take precedence, and materials supporting standard academic subjects in a broader way will have secondary priority.

Textbooks adopted for class use will not normally be purchased for the collection, as the library’s collections are not designed to supply students with required material for specific classes. Instructors wishing to reserve textbooks are responsible for obtaining them. The library will not routinely purchase consumable materials such as workbooks or tests.

For those members of the college community whose scholarly or research needs are beyond the scope of the library collection, the library staff will help to identify, locate and borrow such materials through interlibrary loan.

Selection Tools

The TBCC library uses a variety of selection tools, including professional library literature, faculty recommendation and bibliographic resources from institutions with similar instructional programs.

Request for Purchase

In addition to the selection tools, the library supports a patron-driven model for collection development. All requests by students and faculty alike, are seriously considered.

Donated Materials

The library welcomes gifts of materials that are consistent with the collection development policy and provided there are no restrictions attached as to their disposition. Because all items added to the collection generate processing and storage costs, materials received as gifts will be evaluated by the same criteria as materials purchased. Gifts are accepted with the understanding that materials not added to the collection will be disposed of in ways most advantageous to the library.

Collection Maintenance

In order to maintain a viable and up-to-date collection, the library will periodically evaluate sections of the collection and identify items to withdraw. Items may be withdrawn because of condition, lack of use, or because they contain outdated or incorrect information. Items may be replaced, either by a new copy or edition of the same work, or by another more recent work that is similar. Replacement will be determined on a case-by-case basis.

Policy

  • Laptops may only be checked out to current credit TBCC students with a valid photo ID and number, and with no fines on their account.
  • All equipment is due back on the date specified and agreed upon at check-out. The maximum check-out period is until the end of the current term.
  • There are a limited number of laptops available, so a reservation list will be maintained by the library staff. Once the laptop has been returned from one term, the patron may be added to the bottom of the next term’s reservation list.
  • As a borrower, the user is responsible for understanding and observing the TBCC Library Circulation Policy and the Laptop Borrowing Agreement, and takes responsibility for all fines and fees incurred if equipment is returned late, damaged, or lost. A TBCC Laptop Contract must also be read and signed at the time of checkout.

Check-Out

  • At the time of check-out, users are given a due date for the laptop. If the laptop is not returned by the agreed upon time, the $500 replacement cost will be charged to your account, along with a $10 nonrefundable billing fee.
  • Users will also read and sign a TBCC Laptop Contract at the time of checkout.

Reservations

  • Reservations will be held in the order received.
  • Patron may be able to reserve a laptop for the following term, but only once they have returned any laptops currently checked out to them, and resolved any other library fines they might have.
  • Users are encouraged to reserve laptops, increasing the chance of getting one.
  • To reserve a laptop or see if there are currently laptops available, call 503-842-8222 ext. 1720, or stop by the TBCC Library in person.
  • Reservation requests may be made a maximum of two weeks in advance of the desired date of pick-up.
  • If you make a reservation, you must contact us if you are unable to make it at the pre-arranged time, OR you no longer want to borrow the laptop.
  • Reservations are “released” if the item is not picked up within 2 days of the reservation date.
  • If you repeatedly make reservations you do not honor, your reservation privileges may be suspended.

Return/Check-In

  • Items are the responsibility of the borrowing student who checks them out until they are checked in and verified as working and undamaged by a staff person.

Fines/Fees

  • The $500 replacement fee will be assessed if the laptop is returned late (3 days past the due date), along with a $10 nonrefundable billing fee.
  • The replacement fee will be removed from the patron’s account once the laptop is returned in good condition and in working order, but the billing fee will remain on their student account until paid.
  • Outstanding fees on a student’s account will prevent them from being able to register for classes, and from getting their transcripts.
  • Financial Aid cannot be used to cover the replacement cost or fees from not returning the laptop.

Broken, Damaged, Lost Equipment

  • It is the responsibility of the borrower to pay the replacement fee for any equipment that is not returned, as well as any repair costs on any equipment that is returned damaged.
  • Laptops will be checked out with a bag, case, and power cord. These items are to be returned to the library along with the laptop. If any item is missing, the laptop will not be accepted at that time, and may end up being considered late. The student will be charged for any missing items not returned.

Equipment Loan Tips

  • As always, save often! When working on any of the laptops, please remember to frequently save your work to a flash drive or “the cloud” (OneDrive, USB drive, etc.)
  • Laptops will be “wiped” to a predetermined state whenever they are turned off or restarted. Your information will be gone unless you save it to an external source like a flash drive, or “the cloud.”
  • In between terms all laptops are cleaned both inside and out, so you can be assured you are getting a virus and dirt free laptop.
  • You have the best chance of getting a laptop if you make a reservation. There is no limit to the amount of reservations allowed unless the TBCC Library staff feels that the privilege is being abused.
  • The TBCC IT staff is happy to help you with any hardware issues with our laptops, and the TBCC Library Staff on duty may be able to help you with software issues- just ask!

Drinks are welcomed in covered containers.

Please be mindful of others and avoid food with strong odors, messy foods and noisy snacks (i.e., fish, pizza, soup, etc). Please dispose of any leftovers or trash in trash cans and recycle whenever possible.

Be mindful and considerate of other library users. This is your library; please help to keep it clean and comfortable.

Need a book or journal article that the library doesn’t have? Request an interlibrary loan. We will locate a library that has the item, and contact them to see if they will lend it.

Search WorldCat yourself and see if the material you want is available.

There is no guarantee that we will be able to obtain every item you request, but we will certainly try. Ask a library staff member for more information or to fill out a request.

Interlibrary Loan Guidelines

  • A maximum of 3 requests at any one time. A request is considered active from the time it is initiated until three days after the material is returned.
  • The library is unable to borrow items published in the current calendar year. Please make a purchase request.
  • Copyright laws apply to all interlibrary loans.
  • Most requests will take about two weeks to fulfill.

Materials available for Interlibrary Loan
Generally books and journal articles are available for interlibrary loan.

The staff at Mainstream Tillamook Bay Community College Library, have established a materials selection policy and a procedure for gathering input about particular items. Completion of this form is the first step in that procedure. If you wish to request reconsideration of a resource, please return the completed form to the library director.

Textbooks adopted for class use will not normally be purchased for the collection, as the library’s collections are not designed to supply students with required material for specific classes. See the library’s Collection Development policy for more detail.

Textbooks that are part of the library’s collection follow these usage guidelines:

  • Textbooks do not leave the library the first two weeks of the term.  At the start of the third week, textbooks checkout as standard non-fiction items (14 days).
  • High use textbooks (located behind the desk) never checkout.
  • Limit use of High use textbooks to two hours if others are waiting.

Instructors wishing to reserve textbooks are responsible for obtaining them. The library will not routinely purchase consumable materials such as workbooks or tests.
